Can you load any vsts in Cubase 5?

I am interested in buying Cubase 5, either the $150 or $300 versions. The thing is, these don't include all the effects I would like and I don't want to buy the overpriced steinberg versions of them. Does Cubase allow the loading of vsts from anywhere or just steinberg vsts?
