Would we not be a better society if all Americans were required to visit Europe at least once?

The government money is our taxpayer's dollars. So no, having the government pay for our vacations? That would not work. And you also have to take in consideration that, everyone's culture is different. I would say the lack of civility in the United States would probably be due more to lack of morals, not lack of travel.
