Both the United Nations and the Red Cross are international organizations reliant upon the cooperation of multiple nations in order to fund and carry out their missions. Yet, the ability to carry out their respective missions ended in dramatically different actions and results- WHY was the red cross more effective in Rwanda than the United Nations?
